He retired in January 2023 and currently active in fire prevention societies, educational programs, public fire safety awareness, consultancy on fire engineering, building fire safety and industrial trainings. Graduated with a Master of Science Degrees, MSc (Emergency Response Planning & Management) from University Putra Malaysia.

He was a chairman of National Industrial Standard Committee Malaysia (Fire Safety), Chairman of Malaysian Standard Technical Committee (Dry Agent), Past President of The Institution of Master in Disaster & Emergency Management Malaysia (IMDEMM), Past President of International Fire Engineers (IFE), Member of International Fire Services Accreditation Congress (IFSAC), Former Chairman of National Fire & Rescue Sport Council of Malaysia and Chairman of Cooperative, Fire and Rescue Department of Malaysia.

Dato’ Ts. Nor Hisham bin Mohammad was appointed as Director General of Fire Rescue Department of Malaysia in 9 January 2024. Graduated with a Master in Business Administration (MBA) from University Technology MARA (UiTM). Hold a BTEC Higher Diploma Fire Command and Management Studies from University of Central Lancashire, United Kingdom. Has been serving for 27 years in Fire and Rescue Department of Malaysia, with various of post in state and divisions. Leading large scale and high profile of SAR operational, commandership and disaster management makes him an expert and reference to the department.

The major operational includes crashed helicopter in Sebuyau, Sarawak resulting in the deaths of six individuals, including Deputy Minister of Plantation Industries and Commodities, Tan Sri Noriah Kasnon, and Kuala Kangsar Member of Parliament Datuk Wan Mohammad Khair-il Anuar Wan Ahmad. He was an overall consultant for land slide rescue operation in Batang Kali, Selangor that killed 31 people and 61 were rescued with 8 people requiring hospitalization. An operational commander for sank boat in Belaga, Sarawak, tank fire at Terminal Port, Tanjung Langsat, Johor, tank fire at Hengyuan Refining Company, Port Dickson, Negeri Sembilan and forest fire at Raja Muda Musa Reserved Forest in Batang Berjuntai, Selangor.

As the principal fire consultant of Fire Safety Engineering Sdn. Bhd., he has over 30 years of experience in fire engineering and fire safety engineering. His specialties lie in practical modern fire safety concept and design in terms of fire risk assessment and management; fire protection engineering, life safety and mass evacuation design; mitigation of fire hazards and fire risks, emergency response planning and management.

Fire Engineer Tay Hao Giang is the Past International President and is a current Trustee and a member of the Board of Directors of The Institution of Fire Engineers. He is the current Vice President of The Institution of Fire Engineers Malaysia Branch. He is highly active in LinkedIn Professional network sharing fire safety engineering knowledge and experience with all fire professionals in the world.  International President honored him on behalf of IFE Board the highest “Companion” membership during 2019 AGM for his relentless contribution toward the Institution and fire engineering during his carrier which carries the post nominal of CFIFireE.

He is a permanent technical committee member of Malaysia’s Department of Standards Malaysia National Standard Committee for Fire Safety and Prevention (NSC-M), which oversees all the Technical Committees (TC) that develop Malaysian Standards for the Fire Safety and Prevention. He is the chairman of Technical Committee for Fire Properties of Building Materials, responsible for developing series of Malaysian Standards for Laboratory Testing Methodology for all passive fire protection systems, Material and System Specification as well as Code of Practice for installation of passive fire protection systems. His involvement in Malaysian Standards development over 2 decades’ covers building fire safety design; clean agent fire protection systems; smoke control and fire extinguishers.

His is one of the authors for the technical reference book “Guide to Fire Protection in Malaysia” which is an explanatory guide to Malaysian Uniform Building By-laws and fire safety engineering. Guide to Fire Protection in Malaysia is now a guide for fire officers, professional engineers and architects, developers, contractors, building owners, students, etc. He was a visiting lecturer for Master of Science degree courses in Building Services Engineering at IIUM (International Islamic University Malaysia). Over the years, he has been invited to give fire safety lectures to undergraduate and postgraduate degree students of Built-environment Faculty of many Universities in Malaysia.

He has provided many fire safety consultancy services to Corporate clients during his tenure in terms of fire safety advice, fire safety consultancy, fire risks assessment and management, fire safety design concept, building code and standards compliance, performance-based approach, etc.

Deputy Commisioner (Operation & Resience), Singapore Civil Defence Force (SCDF)

Senior Assistant Commissioner (SAC) Daniel Seet is Deputy Commissioner of the Operations & Resilience (O&R) Cluster in SCDF. He is responsible for developing current and future operational capabilities, strategies, and policies to enhance SCDF’s emergency services in firefighting and rescue, Hazardous Materials (Hazmat) response, Emergency Medical Services (EMS), community volunteer engagement and mobilisation, as well as crisis communications.

A key area that Daniel has been driving is SCDF’s deployment of autonomous platforms like Unmanned Ground Vehicles (UGVs) for firefighting and rescue purposes. He also drove the force-level change management process involving the transition of the four-man Light Fire Attack Vehicle (LFAV) to a three-man team in tandem with the operationalization of the LF6G in early 2022. Another key area of work lies in galvanizing the volunteer cadre for the SCDF and building up the pool of Community First Responders (CFRs) and volunteers in Singapore.

Daniel first joined SCDF as a conscripted officer (i.e., National Service, Full-time) in 1998. He previously held several command and staff posts within SCDF and at the Ministry of Home Affairs Headquarters (MHQ). This included stints as a Media Relations Officer in the Public Affairs Department, Commander of Changi Fire Station, Head of Operations Branch for 4th SCDF Division, Commander of 1st SCDF Division, Director of the Crisis Preparedness Directorate under the Joint Operations Group in MHQ as well as Director of SCDF’s Operations Department.

He completed the Stanford Executive Program at the Stanford University’s Graduate School of Business in 2022. He also holds a Master of Arts degree in Organizational Communication from Emerson College, Boston, a Bachelor of Arts degree in Communication and Media Management from the University of South Australia, and before that, a Diploma in Mass Communications from Ngee Ann Polytechnic. Daniel was conferred the Republic’s State honors of the Public Administration Medal (Bronze) and (Silver) by the President in 2014 and 2022 respectively. In 2023, he was awarded the Public Administration Medal (Silver) (COVID-19) and the COVID-19 Resilience Medal.

He played a pivotal role in formulating and implementing comprehensive disaster management strategies in MOHA. As a seasoned researcher, he has contributed significantly to the advancement of disaster and fire management knowledge. Conducted extensive research studies, analyzing the latest trends, best practices, and emerging technologies in disaster preparedness, response, and recovery. His research findings have not only influenced policy decisions but have also been instrumental in enhancing the overall effectiveness of disaster management frameworks.

Moreover, his expertise extends to fire protection, excelled in implementing preventive measures and designing efficient firefighting systems. He played a pivotal role in developing and enforcing fire safety regulations, conducting inspections, and promoting fire safety awareness campaigns to minimize risks and protect communities.

Singapore-based Jiang Fenghui is operations vice president, chief engineer for Asia Operations at FM Global, one of the world’s largest commercial and industrial property insurers. In this position, Jiang handles risk assessment and risk improvement related to fire and explosion, natural hazards and equipment breakdowns at clients’ industrial and commercial properties. Jiang holds a Bachelor of Science and Master of Engineering in engineering thermophysics from University of Science and Technology of China (USTC), as well as a PhD of Engineering in power engineering and engineering thermophysics from Tsinghua University, Beijing, China.

Jiang joined FM Global in 1996 charged with providing loss prevention engineering services for FM Global clients in China and other Asian countries. In 2002, he became a flood specialist with the company. From 2006 to 2008, Jiang worked in FM Global’s research division in Norwood, Mass., USA, to complete research on “Blockage of Flame Heat Transfer”. He then served as chief engineer, Great China from 2008 to 2013 before assuming his current role.

Prior to his career with FM Global, Jiang worked as an assistant professor, lecturer and associate professor in teaching and doing research on fire safety science and technology at State Key Laboratory of Fire Science, USTC. During this period, Jiang also worked at FM Global and the University of Sheffield as a visiting scholar. Jiang is a director of the Fourth Council of Building Fire Prevention Comprehensive Technology and the Architectural Society of China. He was also a committee member of China national engineering standard “Code for Installation and Commissioning of Sprinkler Systems (GB50261- 2005)”. He has published one book (co-authored) as well as more than 50 scientific and technical papers and presentations in domestic and international journals and seminars.

Rob was a Board member of the Australian Fire Protection Association from 1988 to 1996, elected to the newly formed Fire Protection Association Australia Board in 1997, then elected as the third National President in 2000. Rob was made an Honorary Life Member of the association in 2005 and retired from the Board in 2013.

Mr. Derek Armstrong CHAN joined the Fire Services Department as a Probationary Station Officer in 1998 and was promoted to Senior Divisional Officer in November 2016. He is currently the head of the Policy Division of the Licensing and Certification Command. His responsibilities include dealing with policies on fire protection and dangerous goods matters; handling legal and prosecution matters and reviewing the existing ordinances and subsidiary legislation related to dangerous goods, fire service installations and equipment as well as fire service installation contractors.

He obtained a Bachelor of Engineering in 1997 from the University of Hong Kong, a Bachelor of Laws in 2009 from the University of London and a Master of Science in Fire Safety Engineering in 2011 from the Hong Kong Polytechnic University. Mr. Chris Jelenewicz registered professional engineer to The Fire Protection Engineer, State of California. He had 20 years’ experience as a volunteer firefighter. Served seven years in the position of Fire Chief at the Chillum-Adelphi Volunteer Fire Department in Langley Park, MD.  Certified as Fire Officer II, Fire Inspector III, Fire Instructor III and Hazardous Materials Technician. He holds Master of Science in Management, 1998, University of Maryland, University College, Bachelor of Science in Fire Protection Engineering, 1987, University of Maryland, College Park and Fire Sciences Student, 1981 to 1984 Montgomery County Community College.

He is responsible for the overall operations of the Society of Fire Protection Engineers. Works with the SFPE Board of Directors to form and implement SFPEs Strategic Plan. Responsible for supervising all SFPE staff members. His duties and accomplishments are:

  1. Leads SFPE’s global technical/engineering activities that include identifying, developing, and overseeing SFPE’s technical products, reviewing new innovations, and assisting in establishing the SFPE research agenda for the fire safety engineering profession.
  2. Works with technical committee chairs to coordinate the development and maintenance of SFPE’s engineering standards & guides. This includes the SFPE Guide to Human Behavior in Fire, SFPE Guide to Fire Safety for Very Tall Buildings, SFPE Guide to Peer Review in the Fire Protection Process, SFPE Guide to Fire Risk Assessment, SFPE Guide to Performance-Based Fire Protection and SFPE Standard on Calculating Fire Exposures to Structures and SFPE Committee on Design Fires.
  3. Coordinates activities of the Subcommittee for Research and Innovation (SCRI).  Identifies and advocates for research needed to advance the global practice of fire protection engineering. Monitors research and technology activities and identifies results that should be implemented into FPE practice. Leads the development and implementation of SFPE’s research agenda.
  4. Editor and Chief for the 6th Edition SFPE Handbook of Fire Protection Engineering.
  5. Technical Editor for SFPEs Fire Protection Engineering Magazine and SFPEs digital magazine FPE Extra.

Prior to his current appointment as a Senior Assistant Director (Community Preparedness Branch) in Volunteer and Community Partnership Department, LTC Abdullah has held several key appointments such as the Head of a Community Engagement Branch, that oversaw the implementation of public education programs that equip the community with basic lifesaving skills. He was also the Commander of Tuas Fire Station, a fire station that provides operational response to emergencies at the western part of Singapore which involves predominantly industrial premises.

In his 15-year service, he has been exposed to numerous incidents involving major fires, industrial accidents as well as Hazmat incidents. Based on his expertise, he was also involved in an overseas consultancy project (Qatar) that recommended significant improvements to expand the efficiency of emergency response processes and administrative workflows. In his present post, he is tasked to oversee several projects and policies that aim to enhance the knowledge and level of preparedness within the community to respond to minor emergencies such as cardiac arrest cases.

He launched his career in the Fire and Rescue Department of Malaysia 33 years ago in 1989 as a station officer in Sibu, Sarawak. Holding various senior positions in the Fire and Rescue Department before his current appointment as the Director of Fire and Rescue Department, Malaysia, Sarawak in the year 2018. He holds a Master of Science Degree in Emergency Response Planning from University Putra Malaysia (UPM).

Datu Khirudin is an active associate member of The Institution of Fire Engineers (UK) Malaysia, ex-President of The Institution of Master in Disaster and Emergency Management Malaysia IMDEMM, holding it for 2 term (2016 until 2020), various Non-Governmental Organization (NGO) as Honorary Advisor and Chairman of ALP, RKK, TPN, Kuching from 2021 -2024.

Currently, contributing articles in Fire Safety and Engineering as to local Newspaper Sarawak Tribune every 2 week since 2023. This year (2024) start contributing write up to Sin Chew paper plus online Weekly Echo KL. Most Articles share about Fire Safety and Fire Engineering. This year also, he been nominated Top 5 finalist for Ministerial Excellence Award (KPKT)

The International Fire Conference & Exhibition of Malaysia 2024 (IFCEM), an event organized by the Fire and Rescue Department of Malaysia (FRDM) in collaboration with Malaysian Fire Protection Association (MFPA) and The Institution of Fire Engineers (UK) Malaysia Branch (IFE), was held at Kuala Lumpur Convention Center (KLCC) from 22nd October to 24th October 2024.
